There are many reasons why they refuse to cooperate. The first two reasons that come to mind are fraud and (bungling) bureaucracy.

Ever since the pitiful "settlement" was announced I have been saying Kamala Harris was fast tracking to the White House. I think she's proven her mettle and every one of the unindicted campaign contributors know who to trust.
